The Fallout RPG leverages Modiphius' 2d20 system, a cinematic RPG ruleset developed for various other role-playing games, such as Dune: Adventures in the Imperium and Star Trek Adventures. The roll for the 2d20 system involves rolling two twenty-sided dice to roll equal to or under a target number on either die. Each roll under that target number is considered a success, and the narrative continues based on that result.
For example, your character is looking to squeeze through a tight space. In the Fallout RPG, the gamemaster chooses an attribute and skill, adding their values together to create the target number for the test. They may also decide how many successes are necessary to pass the test. For instance, if the target number is 4, the player rolls two twenty-sided dice, and either die that rolls a 1, 2, 3, or 4 is a success. In Fallout, a roll of a one on any test is considered a critical success worth two successes.
Like any RPG system, there is some additional nuance, but the core premise remains: The Fallout RPG is a simple system that allows tests to be performed and interpreted quickly so players and gamemasters can promptly continue the story unfolding before them.

Fallout doesn't have classes like most typical RPGs. To start, each player selects an origin, which describes a character's background and all of the events and aspects of life that shaped them into who they are today. These options include Brotherhood Initiate, Ghoul, Super Mutant, Mister Handy, Survivor, and Vault Dweller.
Once you have determined your origin, you select where you wish to put points in to your attributes and skills to define what your player character is good at. From there, you define their personal approaches to specific challenges, known as perks. Finally, you select the equipment they start with, and you're off to the Wasteland!

The Fallout RPG's main setting is the Commonwealth, the same as the Fallout 4 video game. Many (not all) of the locations and characters of the Commonwealth in this game are presented from a timeframe where the events of Fallout 4 had not started yet, meaning they are a blank slate unaffected by any in-game character choices (with some exceptions). The setting is presented in this way to allow game groups to craft their own stories and narratives, whatever they may be.
Nothing stops gamesters familiar with the Fallout series from running games in other periods or one of the other wastelands seen throughout the Fallout series. Doing so just might require a bit more preparation on their side.

The Commonwealth is a small region of a larger world ravaged by several influential factors. Post-war, the region has been subjected to a turf war between the established powers and those looking to usurp them.
The Wasteland represents what's left by the Great War. Even after the bombs fell, the landscape continues to experience conflicts by factions with unique reasons and ethics informing why they seek dominion over the region. America's golden age capitalism is visible as artifacts all over the area, and secrets of these innovations are ripe to be discovered throughout an adventure.
The world has changed a lot. What was once familiar may feel new again to many, and what was once comforting might be less so in a post-war world. Whether it's the mysteries of the Commonwealth's history or the continual fight for power in the region, characters have much worth exploring and perhaps even more worth surviving.
